Le NCIS arrête un tueur à gages surnommé «Le Poète», mais celui-ci se suicide en détention, laissant peu d'indices. L'enquête mène à une bijoutière, intermédiaire pour des assassinats, et à une opération secrète impliquant un train naval transportant du combustible nucléaire. Parallèlement, McGee découvre que le directeur adjoint LaRoche pourrait être impliqué dans une conspiration gouvernementale.
